To temporarily enable IE javascript support for this site

Click on the Blocked Content Message above (depicted in the yellow bar in the image below), select Allow Blocked Content, and then click yes when prompted...

This will temporarily enable javascipt for this site, enabling all navigation features.

To always allow IE javascript support

Select Internet Explorer Tools menu, then Internet Options, then Advanced.

Scroll down to Security options.  Enable "Allow active content to run in files on My Computer" checkbox.

Select OK, then shut down Internet Explorer.  The changes will take effect the next time you start IE.
